Why in creating a web page we need to follow 60% about the content and 40% on creativity or design?

In creating a web page we must to follow the 60% about the content and 40% on creating a design..Because in creating of web page is you follow the content of your web page and the 40% is the design...If you work the web page, you may first to do is you work a plan and if you finish to do your plan you proceed to do your own web page...To do work your own web page you must to follow your plan that you do......

My Experience the Chatting and Talking...

My first time to chat i feel excited and nervous...because this my first time to encounter the other people to other country...And sometimes to chatting i will to lie to my chat mate..but sometimes in the chat you can encounter the manifestos people...the people that do a manifest into the chat like in the country of the U.S.A..not only the U.S.A...but the other country that do that....

In the talking i feel nervous because this is my first time to talk to my chat mate in the internet and we have a conversation to speak in English..I'm so glad to talk her..because it is a very nice person he respect the Filipino women....
